Adoption Agreement with Russia Finally Signed! 14 Jul 2011, 2:17 am Yes, it finally happened the bilateral adoption agreement between the United States and Russia was signed yesterday, July 13, 2011, by Secretary of State Hillary Clinton and Russian Foreign Minister Sergey Lavrov. The goal of the agreement was to ensure the health and safety of Russian children entering U.S. adoptive families. The agreement allows only adoption agencies authorized by the Russian government, unless the child is being adopted by relatives. Of course, to further secure the safety of children, the agreement includes provisions for improved post-adoption reporting and monitoring. I really love the part where adoptive parents are to receive, "more complete information about adoptive children's social and medical histories and anticipated needs." I think this is extremely important no matter the type of adoption, domestic or international. I will post when the agreement has entered into force. One child was sent back to Russia, with a note pinned to him saying that he was "psychotic."
